moved inInternationalComposition from Ace2Inner to top window
fix bindTheEventHandlers() because ie9 implement CompositionEvent
when inInternationalComposition, NEW_CHANGES msg and ACCEPT_COMMIT msg
are pushed msgQueue.
when handleUserChanges(), apply msgQueue.
